Bell County Dispatch responded to the scene of a two-vehicle wreck on KY 190 in the Frakes community on Oct. 21.

According to the police, Bell County Sheriff’s Office Deputy Patrick Brooks found a blue Ford Ranger on its side and laying partially in a ditch. The second vehicle was a green Oldsmobile with its rearend over an embankment. All of the occupants of the two vehicles were sitting on the side of the road, and an eight year old male had been injured in the wreck. The injuries required the child to be flown to the University of Tennessee for treatment by a specialist.

The police stated that Brooks made contact with the driver of the Ford, identified as Amber Partin, 30, of Frakes. She stated she looked away from the road momentarily and realized she crossed the center line, causing her vehicle to collide with the Oldsmobile.

According to the citation, Partin had bloodshot and glassy eyes, swayed from side to side used her arms for balance. Partin admitted to taking medication.

The police also stated that a short time after the wreck, the owner of the Ford, Raymond Brummett, arrived at the scene manifestly intoxicated and interfered with Brooks’ investigation. After several warnings, Brummett was arrested for public intoxication.

Partin was arrested on charges of first-degree wanton endangerment, operating a motor vehicle under the influence, second-degree assault, license to be in possession, instructional permit violations and failure of non-owner or operator to maintain proper insurance.
