Couple charged with abusing children after video spurs MPD investigation

A Middlesboro couple has been charged with multiple counts of child abuse after a video posted on social media showing alleged abuse at a Bella Gardens apartment.

Brandon Saylor was charged with four counts of abused or neglected child (4 Counts), criminal abuse -1st degree, two counts of criminal abuse – 1st degree (child 12 or under), assault- 4th degree (domestic violence) minor injury, and tampering with a witness.

Kelly Wilburn was charged with four counts of abused or neglected child, two counts of criminal abuse-1st degree (child 12 or under), and criminal abuse- 1st degree.

The video was posted Thursday night and the Middlesboro Police received complaints about the possible child abuse, prompted them to start the investigation.

According to a release from the MPD, due to the initial response by Middlesboro Police Officers, Lt. Clay Hurd initiated proper policy and procedure to begin the investigation process. The same evening, Sgt. Jeremiah Johnson received additional evidence and information regarding the alleged abuse.

Friday, Sgt. Johnson and specialized social workers Ashley Gilbert and Amanda Abner from Social Services thoroughly began their investigation and concluded that the suspects, Mr. Saylor and Ms. Wilburn did criminally abuse and neglect the four juvenile children living in their home. Additional statements from the investigation concluded that Mr. Saylor committed additional crimes.

Saylor and Wilbert were arrested and lodged in the Bell County Detention Center. Both are being held on a $100,000 cash bond.
